Digital VAT Reporting consultation in Ireland: Revenue to take inspiration from businesses’ experiences in other jurisdictions

Irish Revenue has now opened its public consultation, as it considers the direction it will take to modernise Ireland’s domestic reporting systems - with e-invoicing & Digital Real-time Reporting likely to be at the forefront of same.

The consultation will run until 12th January 2024, and seeks businesses’ experiences and challenges of complying with existing domestic e-invoicing & Digital Reporting programmes in both EU & non-EU jurisdictions; as well as suggestions on how Ireland’s system should look from a business perspective.

It appears then that Ireland will look to take inspiration from existing domestic reporting systems across the globe, whilst no doubt keeping one eye on the progress of the ViDA discussions currently ongoing within the EU Commission & parliament – with the latter likely to strongly direct Revenue’s decision with respect to the domestic programme which is ultimately implemented in Ireland, alongside this consultation.

We discussed in our recent article, that ViDA discussions appear to be moving towards a Digital Real-time Reporting system based on mandatory e-invoicing, with de-centralised clearance of the invoice done via tax authority portal and/or third parties; following some existing domestic DRR programme plans recently proposed by some EU Member states (France, Spain, et al).

It remains to be seen whether Ireland will also go down this route, with no specific details or definitive timeline yet provided.
